PROFILE:
Mr. Thomas practices commercial,
general civil, construction, and environmental law,
having litigated and provided counsel in the areas
of toxic torts; federal NEPA, EPCRA, CWA, and CAA regulatory
compliance; insurance defense; hazardous waste remediation;
and Brownfields development. Mr. Thomas is admitted
to practice law in all Federal and State courts in
Louisiana.
Mr. Thomas also has experience in international and
domestic environmental policy, lobbying, and legislation
drafting. Mr. Thomas has drafted legislation and developed
lobbying campaigns for several civic organizations,
including most recently the Louisiana SPCA. In addition,
Mr. Thomas provides corporate counsel and has lectured
extensively on industry environmental data reporting
requirements and pollution prevention programs. Mr.
Thomas’ work in this arena was incorporated into
a United Nations guidance manual for member states
on how to better ensure citizen “access to justice” and
participation in environmental decision-making.
Prior to joining SPS&R, Mr. Thomas clerked for
Earthjustice and Pennsylvania Governor Tom Ridge ’s
Office of General Counsel. In addition, Mr. Thomas
served as an environmental policy analyst in Washington
, D.C. , lobbying Congress and testifying before Federal
Agencies on industry information reporting requirements
and community “right-to-know” regulations.
Mr. Thomas is an active member of the ABA ’s Young
Lawyers Division, the New Orleans Bar Association, the
Louisiana Center for Law and Civic Education, the New
Orleans Pro Bono Project, the New Orleans Young Leadership
Council, the Lake Pontchartrain Basin Foundation, and
the Sierra Club. In addition, Mr. Thomas has consulted
several political campaigns and is a regular guest/host
on “Louisiana Live,” a syndicated radio show
on Louisiana politics and culture. |
